August 10, 2009 As you may recall HB 148 was filed and passed this year to fix a problem in 2008’s SB 711. The Governor however vetoed HB 148. Link to view the Governor’s veto letter: http://governor.mo.gov/actions/pdf/2009/HBVL148.pdf This veto may result in a decrease amount of property tax revenues for some entities that rely on property taxes. The city of St. Joseph is impacted and has filed suit (article: http://www.stjoenews.net/news/2009/aug/06/city-sues-governor-over-veto/ ). School districts do not seem to be impacted at this juncture as they review the levy in relation to its projected assessment. House research attorneys interpret that you can still increase the tax rate to the last voter approved amount even without HB 148. A fix will need to be passed next year with involvement from the Governor’s office.
